Mission Statement:

The mission statement of Black Dolphin Prison is to asses inmates year by year to ensure cooperation. During the first year, prisoners get used to the conditions. Then there is a period of stabilization which takes three years. Inmates act like "robots"and adhere to commands without hesitation.
