Violence was on the rise in Somalia, which made it possible for regional warlords to come into power. Somali people had little food to eat so the US and UN relief efforts decided to deliver food to them. Instead of the starving people getting fed, the warlords were intercepting the food and taking it for themselves. This continued the mass starvation in Somalia. The US had to intervene. They planned a mission to take over the warlords in Somalia and make sure the Somali people were getting food and nourishment.
