Who gets to go to Titan first

the people that go to Titan first would obviously be the scientists that came up with this plan.

the next people to go would be the presidents and rulers over the countries (most important people)

after the presidents would be the famous people, then we would start putting in all the citizens

we would need no extra space in any of the rocketships
