- Spanish administrators established two centers of authority in the Americas.
- Each governed by a viceroy who was responsible to the king of Spain.
- The two territories: New Spain (Mexico) and New Castile (Peru)
- Kings of spain attempted to make sure the their viceroys would not build personal power bases and become independent by subjecting them to the review of the courts known as audiencias
