Nigeria is organized much like the US. The country is divided into states (federal government), counties (local government), and cities/towns. The only key difference between their system and the US system is that instead of mayors they have counselors and their government is corrupt.
Malaysia is almost the same. First it is divided into states, but they are very small; equivalent to two medium-sized US states. Then it is divided into counties (local government), then cities/towns.
