There were lots of people digging for gold in the gold rush and then the government changed the rules and the new rule was they had to pay for a miner's licence but they didn't want to.The first Australian mining laws were enacted in 1851 Under the new rule , no man could dig for gold unless they had bought a licence. The fee for the licence was 30 shillings a month, The fee was later reduced to 1 pound a month, or 8 pounds a year.
