The U.S.S.R. started to act angrily in Europe and Latin America after President Kennedy tried to make a deal with the Soviet premier, Nikita Krushchev, because he wanted to talk about the control of weapons and even the possible disarmament of nuclear weapons. The U.S.S.R. saw this offer as a sign of vulnerability and after the way they had been acting, in 1962, Kennedy had returned to working towards stopping Soviet anger and to get control over the Soviet Union's area of influence. The only visible gain of of his efforts was the Limited Nuclear Test Ban Treaty signed in 1963, which banned testing nuclear weapons in the atmosphere.
