It kept happening until the Roman Empire got really small. Then Romans were either killed or moved. The long standing empires' fall was really saddening and disappointing to citizens.

Roman citizens got used to vandal attacks after they became more frequent. There was a cycle. Get attacked, move to another village, get attacked again.
