Kansas-Nebraska Act
1854
The Kansas-Nebraska Act meant that the issue of slavery in those territories would be decided by popular vote when they became states. This created a rush to settle in the area, but led to much bloodshed. The resulting "Bleeding Kansas" is arguably the starting point of the Civil War, the first major outbreak of violence between Northerners and Southerners over slavery.
