The drug cartels began controlling cities and villages with an iron fist. If anyone tried to oppose them the cartels would be brutally tortured and murdered. Bodies would be placed on the road or on posts to show the power of the cartels, and this would in turn instill fear in the citizens and police. The cartels also started prostitution rings composed of kidnapped women and children. Kidnapping tourists also became a huge issue when people went to Mexico for vacation and disappeared into these slave trades.
