Hare presents the Legal system as being intransigent and being stubborn, not wanting to reform. Irina wishes to reform the legal system as she creates the John Wilkes society and the intransigent nature of the system is shown as people pledge money, but when it comes to an actual commitment not many people attend the meeting. This shows the system as being content with how things are, and showing little motivation to reform.
