- He used existing rules, judgements, and laws a a guideline to the code he was creating

- Punishments ranged from fines to death

- 282 laws in the code: dealt with everything

- Different punishments for rich and poor

- Government responsible for anything that occurred

- This set of laws is important because it set a code of conduct- made people aware of the consequences for doing something bad, also it set a basis for later sets of laws
