Y= 2x+3 you will go to your graph and your y- int the one with the x in y= form so it will be 2 then you'll go up 3 from there.if there is nothing else for rise over run know its always one under a whole number so after you go up 3 you go over 1. You can tell if its a solid line or dashed line because you look at the symbol greater than, less than are dashed lines. Greater than or equal to, less than or equal to are solid lines.
