Scenario 1- Government

Due to the fact the Mauryan emperor, Ashoka used a similar method to keep a strong government, I propose we tell the first raja about an idea to build a 4 wall building in the middle of the city and write all the laws and declarations so you can better communicate with your people and you could assure them of their well being and safety, easier.
