-Merchants and artisans started forming associations know as guilds
-They passed laws and levied taxes
-Made decisions about where to spend money on the town
-Each guild represented workers in one occupation
-Disagreements in guilds led to riots
-Only guilds could work in certain trades
-They also made regulations to protect the quality of work they had
