- Bring and end to the practice of the conferring of ecclesiastical benefited by people who were laymen
-Free the election of bishops and abbots from secular influence
-Clarify the separation of spiritual and temporal affairs
-Re-establish the principle that spiritual authority resides solely in the church
-Abolish the claim of the emperors to influence papal elections.

-Stop letting laymen influence the elections of Bishops and abbots.
-Clarify the separation of Church and State affairs.
-Establish that spiritual authority is reserved only for the Church
-End the practice of letting emperors influence the election of the Pope.
