Conclusion

Finally, after many tests using different combinations of amounts of materials, I have came to the conclusion that the least amount of materials needed to fill the bag up with CO2 would be with a 2.5:2.5 ratio of sodium bicarbonate and citric acid. Also, since the term "materials" wasn't defined, we tried using less water, finding that worked as well.
