One of the biggest reasons was that President Roosevelt but an embargo on Japanese on exports including steel, iron, and oil. Which had a negative effect on Japan's economy

America's naval power was a threat to the Japanese naval fleet.

To prevent President Franklin D. Roosevelt from intervening in internal affairs.
