They were used as slaves to the sultan in protection and slightly forced loyalty through fear of the people.  Also as trials for new weapon and war technology.

Those that went through the required training with skills became soldiers called the Janissaries.

Through the instudution known as the devshrime the ottomans required the Christian population of the Balkens to contribute young boys as slaves to the sultan.
