What the citizens can do is plant more vegetation. This will help because plants have roots and this can help stabilize the soil. They can also apply geotextiles. This also stabilizes the soil. Another method would be applying a layer of mulch to your garden. This soaks up the excess water. Thus, the soil erosion potential will decrease. Lastly, they can apply retaining walls to reduce your excess water levels leaving a positive effect on your agriculture by decreasing your soil eroding potential.
