Steve Rogers, also known as Captain America, is currently working for the government agency called S.H.I.E.L.D. When Hydra gets inside of S.H.I.E.L.D, they order an arrest on Captain America, and he and Black Widow have to try and get S.H.I.E.L.D back to what it used to be. While doing that, he also has to be aware of a new enemy, the Winter Soldier.

Natasha Romanoff, otherwise known as Black Widow, has teamed up with Captain America as they try to restore S.H.I.E.L.D to how it was before Hydra took it over.

Bucky Barnes, who in this movie is more known as the Winter Soldier, is associated with Hydra, although not intentionally. During World War II, he was captured by Hydra and experimented on to become an assassin. He is sent on a mission to kill Captain America, but does not remember that they were best friends until he almost kills him.
