In the areas with rivers the people just hooked up a system connecting to those rivers. But in areas without rivers, the people and government built dams, resoviors,canals, etc to hold water and collect it during the rainy monsoon seasons. Then they would use the collected water in the dry months. They even created a 250 square mile lake to hold a majority of the water.
