Can earthquakes be predicted?

Although some major earthquakes are predicted by foreshocks, there is currently no reliable method to accurately predict the time and magnitude of an earthquake. Scientists can predict where major earthquakes are likely to occur, but they still can't tell exactly when it will happen and what the magnitude of the earthquake will be.
