¿Por qué el gobierna mexicano y la jerarquía católica llegaron a estos "Arreglos"?
- El gobierno estaba convencido de haber triunfado. Junto al gobierno se habían alienado dos fuerzas profundamente hostiles a la Iglesia y al catolicismo: la masonería mexicana y el sindicalismo oficial (la C.R.O.M.).
