In the year 1842, the Coal Mine Act was put into play. This act prevented employment of women and boys from the ages of ten and under from working in the mines. Reforms like this made coal mines a safer place. The government could invest it sturdier paneling for the coal mines and not cheap 2-by-4's to help keep the walls and ceiling from collapsing in on the people working.
