He became more of a nationalist leader. He formed a nationalist government in Nanjing in 1928, with himself as the military dictator, though many democratic and modernizing reforms were undertaken during the so called Nanjing decade.
In 1936 the new government had to enter an alliance with the communist party. He did this in order to fight the Japanese.
He gathered up the peasant populations in rural areas and influenced them with his communist, utopian beliefs. China had a huge rural peasant population so they were a huge resource.
Because they were a huge asset to the Chinese Communist Party. They were plentiful and they could be persuaded more easily.
