The treaty of Versailles made Germany pay reparations, which in hand with Germany's own changes within industry and imposed taxes lead to deprecation of the papiermark, Germany attempted to buy other currencies to pay the reparations. Buying the other currencies actually furthered the deprecation of value for papiermark.
