-had slaves which were serving as domestic servants 

-families sometimes sold younger children to help out with financial issues 

-others were forced into slavery due to criminal behavior

-Cultivators delivered tribute payments to state agents 

-these state agents the  distributed what they collected to the elite classes and stored remaining in state storehouses
