The word appeared in 1985-1990 as part of the program of reforms called perestroika. It aimed to liberalize freedom of the press gradually, and to allow for freedom of dissent. The policy was resisted in 1986 during the Chernobyl disaster when authorities hid the true extent of the uncles accident for several days.
