Instructions:

1.) Tape a thin strand of steel wool (as thick as a hair) onto the balloon.
2.) Cut 4 or 5 Aluminum foil ribbons. Lay them end to end along the steel strand, with the ribbons almost touching each other. Tape across the gap.
3.) Make a switch from half a clothespin, tape and 2 new foil ribbons.
4.) Connect 2 batteries (positive to negative) with rubber bands and short foil ribbons.
5.) Connect the ribbons with paper clips. Then close the switch.
