Dictator

As a dictator Manuel Noriega wasn't very good to his people. The only reason he ever stayed in office was because he would rig the poles. While in charge he affected the US by making threats toward America. To the point where America sent in a soldier to incite conflict which could give a good reason for invasion, the soldier was killed before he could fulfill his mission. But ironically this allowed for America to use that as an excuse. Noriega came into power after the people of panama revolted against the democracy. He lost power after his capture.
