In Athens citizens had to participate in lawmaking and in courts because that Athens had many different courts each witch decided different types of cases also with the cases the courts decision was decided on the citizens majority vote.

They relied more on there citizens because Athens had a democratic government so they needed people to be apart of the society and Sparta had an oligarchic goverment which is ruled by a few people but both goverment needed people to have the goverment work

They based there government based on there oligarchic government since Sparta was ruled by two kings they served as military leaders also because of the history of conquest and their need of their history of conquest their need to control was very important also Spartans valued military discipline
