War power act said the president has to inform congress of sending force without a declaration of war.war power act was know as American emergency law that increase federal power during world war 2. The act was sign by president franklin D. Roosevelt and put into law on December 18,1917, less than two week after the Japanese attack on Pearl Harbor.
