This would work because when two Rajas are controlling the land, then they can work together to make decisions, rules, and regulations for a beaurocracy,taking less time and being able to have a second opinion. The emperor would have more time to interact with his people and Improve relations with them, and he would be reducing his workload. The Maurya Empire Packet, Page 236
The Maurya Empire has similar characteristics to the kingdom in the scenario. This emperor is named Chandragupta Maurya. He should join Raja Eisert's Empire because he can then share a beaurocracy with Raja Eisert, therefore increasing his power and improving relations with his people at the same time reducing his workload.

This would also work because they would have more people to tax, therefore getting more money, so they could hire more specially trained female warriors so Chandragupta could feel more safe. Also, with two Rajas, they could each set apart time every day to receive reports from the spies, so it would be a smaller workload and not as constant supervision.
