Does increasing or decreasing the amount of either reactant change anything?

Yes increasing the reactants does change the outcome of the experiment increasing the reactants produces more CO2 and fills the bag more the sodium bicarbonate was the reactant that produces the most CO2.

What is the optional ratio of reactants needed to fully inflate the bag using the least amounts of materials?

After experimenting with different amounts of reactants we found that the lowest ratio amount that filled the bag was 4 grams of sodium bicarbonate and 2 grams of citric acid.
