After deploying his SS in April 1931 to crush a revolt by the Berlin SA against Hitler's leadership Himmler created the Security Service (Sicherheitsdienst; SD) in the summer of 1931.

On the last day of 1931, Himmler also established a Race and Settlement Office of the SS to evaluate applications of SS men seeking to marry under a new internal “Marriage Decree.”
