In some responses there is undoubted potential for a responsible solution to proliferation of nuclear capability. Many consider massive building of weapons of mass destruction, such as atomic weapons, as the best deterrent against their use. Most consider that idea a wholly invalid solution because weapons could be lost, and every military movement becomes possibly destructive. One could argue that current treaties are solutions, but much room for dispute remains. These treaties are non binding, and any military action on them would give power to the leaders of the UN Security Council. The question of the worth of the risk also remains. The last solution put here is the South African. After apartheid was ended, the South African government dismantled all of its nuclear weapons (Huffpost­Goodman). Total disarmament exists, but is it a solution?
