- Union were seen as "foreign" to workers
- Early unions were weak throughout the 19th Century and often represented skilled workers in local areas
- Only 2% of made up the total labor force and 10% of the industry
- Labor Unions appealed to workers because they gave workers hope for improvement in the work place because they were attached to a system
