Three stage plan
-The first part of the plan was to continue the scorched earth policy. This deprived the guerrillas of food and shelter.
-The second part of the plan was to have concentration camps where civilians who's houses had been burned would be confined in these camps.
-28,000 Boer women and children and 20,000 black people died in the camps due to bad quality of food and horrible conditions in which they had to live.
-The last stage of the plan was to get as many black people as they could and let them fight, spy and do many jobs that would help them take over the Boers.
