How and why did governments restrict civil liberties and vilify the enemy through propaganda? (Propaganda Campaigns)

They used Propoganda to spread fake information and raise a countries nationalism. This also helped them add to their army. An example is another country talking about how Germany chopped of a Belgian Kids hand.
