Chemical energy is a potential energy. That type of energy comes from the bonds of atoms and molecules.
Electrical energy is the moving electrical charges from one point to another in a conductor.
Electrical energy also can be transformed into another form of energy. An example for that is the lightning.

Energy can be neither created nor destroyed, but can change form, for instance chemical energy can be converted to kinetic energy in the explosion of a stick of dynamite.
