Dorothea Dix was one of the main reformers. When she went to visit a Massachusetts house of correction, she was horrified to discover that jails often housed mentally ill people. She later sent a report to the Massachusetts legislature who passed a law and improved the conditions. She also persuaded 9 southern states to set up public hospitals for the mentally ill.
