The Maurya Empire is very similar to this empire, so I used a lot of their successful strategies to come up with recommendations for you. First of all, you should defiantly mention the fact that if they don't partner with you, empires will most likely bring war to them. Although, this raja is very stubborn, so you should say that a lot of countries want their southern trade routes, so if they partnered with us they wouldn't have the constant fear of neighbors attacking them. If they stayed, and didn't partner with us, you could tell them that we would attack them, and bring war to them.
