A barrier is defined as “an event or condition that hinders the adoption decision, the advancement of the project or sustained implementation.” (Seffrin, Panzano, Roth, 2009, 262).
A facilitator is defined as “an event or condition that favours the adoption decision, the advancement of the project or sustained implementation.” (Seffrin, Panzano, Roth, 2009, 262).
