Results of the Prison Reform Movement:
Penitentiaries at the close of the century remained overcrowded. Idleness and administrative graft was normal and brutality was the rule. Abuse of the lease system was widespread. Although brutality was used, solitary confinement was also a method. It was believed that solitary confinement would make them think about their wrongdoings and ways to correct them. This led to a system known now as parole.
