This cartoon shows the gradual change of prison reform. Instead of being in conditions that could potentially cause one to lose their life, now the harshest punishment is loss of an unneeded necessity. It also could be viewed as a mockery of the prison system.

This cartoon shows how the department of corrections isn't actually changing anything within the prison systems; as it shows they are coming out the same as they went in.
