Emperor Domitian became Emperor after his brother, Titus, died. He was known for building something called the Hypogeum, which is an underground passageway that is where the gladiators sleep, eat, walk to up to. The arena, and basically, live. The reason Emperor Titus was the only emperor to host boat battles is because the Hypogeum made any other boat battles impossible.
