My mom's brother and his family live in Wichita Falls. My uncle is a police officer, and works for the police department. When the lakes had below 20% of their overall capacity left, was when he started to worry about what the city would do if they actually ran out of water. He also told me that when people were starting to weigh their options, he started to worry about his job. If people started to leave, that's less tax revenue. Less tax revenue means more government cutbacks.
