The Monroe Doctrine hasn't been relevant since the early 1900's. It's not as though the Soviet Union didn't provide substantial support for Cuba throughout much of the Cold War, or for communist/rebel movements in Nicaragua, Colombia, and other Latin American countries.
Because of its imperialist overtones anyway, the Monroe Doctrine has never been particularly popular with Latin Americans. Formally scrapping it really has no drawbacks. They used the technology they had created to get an edge on other lands.
The Politics of the Philippines took place in an organized framework of a presidential, representative, and democratic republic whereby the president is both the head of state and the head of government within a pluriform multi-party system.
