Roosevelt used his executive power to further his passion for conservationist. The National Reclamation Act became the first major legislative achievement of his presidency. In 1903, he helped Panama secede from Columbia in order to facilitate the beginning of construction on the Panama Canal, which later he claimed his greatest accomplishment. By the end of his presidency he had transformed the U.S navy into a major international force at sea. He led negotiations to end the Russo-Japanese War, winning the Nobel peace prize for his efforts.
